<p>ABSTRACT</p>
<p>The SIP-based IP Multimedia Subsystem (IMS), while recently introduced, has become one of the primary distinguishing features of the next generation of mobile telecommunication systems. IMS allows mobile operators to offer advanced value-added services &#8211; like VoIP, so-called push-to-media, video, interactive gaming, and mobile banking &#8211; to their customers timely and efficiently. Google&#8217;s plans to enter the wireless world open up a world of possibilities for offering customers and businesses advanced services such as targeted location-based services and advertisements through the IMS framework.</p>
<p>Deploying IMS, however, is a non-trivial task. The core challenge for the telecom industry has been and will be the integration of the current radio access network (RAN) and IP transport infrastructure with the IMS domain. Within standardization bodies, efforts are underway to address the issues for call setup and mobility signaling, while developing unified user profile management and Quality of Service (QoS) architectures. The real goal is a standardized, IMS-centric, end-to-end unified signaling architecture.</p>
<p>To this end, this presentation provides an overview of IMS and QoS signaling over integrated RAN and IMS domains. By using an exemplary family media service, aspects and specifics of the end-to-end QoS invocation, control and policy enforcement, including roaming scenarios, are demonstrated. Based on laboratory measurements performed at Sprint-Nextel aided with simulations, the Post Dial Delay (PDD) delay is evaluated and some practical recommendations for delay reduction are presented. The presentation will conclude with discussion of open issues and viable solutions. This presentation should be of interest to Googlers who work on mobile related projects and intend to have a big picture of next generation mobile systems such as application development, and service and system integration with wireless operators.</p>

<p>Hacking a web service generally isn&#8217;t rocket science. But what if the web service requires messages to be sent using a binary protocol? What if it requires message level encryption but you don&#8217;t have a key? These are just a few common scenarios you are likely to encounter when trying to attack a web service built with Windows Communication Foundation (WCF). Through a series of live demonstrations, the presentation will show how to identify and attack WCF web services and discuss useful tools and tips to make testing WCF services easier. Attendees will leave with the knowledge necessary to effectively conduct penetration testing against WCF applications.</p>
<p>The following live demonstrations will be conducted (time permitting):<br />
- Burp Plug-in for WCF Binary Soap Messages (MC-NBFS)<br />
- De-compilation of Silverlight XAP for obtaining WCF Meta Data<br />
- Crafting Meta Data Exchange (MEX) Requests for Retrieving WCF Meta Data<br />
- Communicating with WCF using WS-S Anonymous Message Encryption<br />
- Writing a Custom WCF Test Client (in less than 10 lines of code)<br />
- TCP Port Probing through WCF Duplex Callback Channels</p>

<p>The wide number of proposals in the Telecoms Package are designed to coordinate action amongst regulators to create a pro-competitive single market without regulatory borders and to reinforce competition.  It is intended that this will facilitate high speed internet networks for all Europeans and stimulate economic growth.</p>
<p>In particular, the package will provide for:<br />
- more powers to the Commission including issuing legally binding decisions to ensure the harmonisation of regulation across Member States;<br />
- the establishment of a new telecoms agency;<br />
- ensuring access to optical fibre by smaller telecoms operators;<br />
- the possibility of introducing a functional separation between services and network activities of telecoms operators;<br />
- the introduction of the notion of universal broadband services to consumers;<br />
- wireless services will be made EU-wide operable by harmonising radio spectrum use; and<br />
- the Telecoms Package will provide for the switching of bandwidth from a part of the frequencies now used for broadcasting, to provide wireless broadband services in the future.</p>
<p>These policy objectives of the Telecoms Package are of particular interest to industry regulators, consumer groups, Irish government departments and electronic communication/telecoms operators.</p>
<p>About the Speakers:</p>
<p>Stephen Banable is a national expert with the European Commission in DG Information Society and Media with responsibility for mobile regulatory issues and implementation of the telecoms regulatory framework. Currently he is responsible for the Commission&#8217;s proposal for a regulation on international roaming charges.</p>
<p>John Doherty is Chairperson of the Commission for Communications Regulation.</p>
<p>John Whelan is a solicitor specialising in information technology and  telecoms regulation at A&amp;L Goodbody.</p>
