I’m not sure what scenario a .name domain name would come in handy. Any enlightenment would be appreciated.

.name and .me are generic top level domains. Their purpose is mainly for personal websites and email addresses.

Many people register their own name for various reasons (resumes, hobbies, etc).

Check out the sites that you transfer to / from a form or a FAQ on this subject. Some sites make it difficult to transfer out, but they have to make this possible. If you can not find it on your site, by phone or email support. You can also click on the ICANN registrars that have agreed to transport needs.

Ok I will use made up names for examples

Person #1 owns a federal trade mark called (“GamingKingdom”), and owns GamingKingdom.com which sells ebook strategy guides.

Person #2 goes and buys HaloKingdom.com and starts to sell Halo ebook strategy guides.

Is there anything confusingly similar about those two enough to be trademark infringement?

My opinion would be no.

That said, when it comes to rulings on purely subjective matters like these, the opinion of anyone but the hearing officer himself is worthless.
